The Monitoring Committee of the “Human Resources and Social Cohesion 2021-2027” Programme is constituted with the Special Secretary for the Management of ESF Programmes of the Ministry of National Economy and Finance as its President.The following participate as voting<\/strong> members:<\/p>\n\n

a) Representatives of the management, coordination, and certification authorities of the NSRFb) Representatives of public authorities, Special Services, and Executive Structures of Ministries with responsibility in the Programme’s intervention areas, as well as a representative of MOD S.A.c) Representatives of local government (ENPE and KEDE)d) Representatives of intermediate bodies managing parts of the Programmee) Representatives of national authorities and socio-economic partners <\/p>\n\n

<\/p>\n\n

The Monitoring Committee of the “Human Resources and Social Cohesion 2021-2027” Programme also includes non-voting<\/strong> members.The Monitoring Committee’s mission is to monitor the implementation of the “Human Resources & Social Cohesion” 2021-2027 Programme and performs its duties in accordance with Article 40 of Regulation (EU) No. 1060\/2021.<\/p>\n\n

<\/p>\n\n

The Monitoring Committee examines:<\/strong><\/p>\n\n

a) progress towards the implementation of the programme and the achievement of milestones and targets (progress of programme specialisation, calls, integrations, and expenditures \/ absorption of the HRSCP)b) all issues affecting the programme’s performance and the measures taken to address these issuesc) the programme’s contribution to addressing the challenges identified in the relevant country-specific recommendations linked to the programme’s implementation;d) the ex-ante evaluation data for the financial instruments listed in Article 58, paragraph 3, and in the relevant strategy document referred to in Article 59, paragraph 1 of Regulation 1060\/2021, where applicablee) the progress made in conducting evaluations, evaluation syntheses, and any follow-up given to the findings;f) the implementation of communication and publicity actionsg) progress in the implementation of operations of strategic importance, where applicableh) the fulfillment of the necessary enabling conditions and their application throughout the programming period. Specifically, in cases of non-compliance of Programme operations with the Charter of Fundamental Rights and with the United Nations Convention on the Rights of Persons with Disabilities, as well as related complaints submitted (in accordance with the provisions of Article 69, par. 7e of Regulation 1060\/2021), the Monitoring Committee is informed. Specifically, corresponding reports are submitted to it, reflecting the aforementioned cases of complaints and non-compliance\u03b8) progress in developing the administrative capacity of public bodies, partners, and beneficiaries, where applicable\u03b9) information on the implementation of the programme’s contribution to the InvestEU Programme in accordance with Article 14 of Regulation 1060\/2021 or resources transferred in accordance with Article 26 of Regulation 1060\/2021, where applicable.<\/p>\n\n

The Monitoring Committee examines and approves:<\/strong><\/p>\n\n

a) the methodology and criteria used for the selection of operations, including any relevant changes thereto, without prejudice to the provisions of Article 33, paragraph 3, points b), c), and d) of the Regulation. 1060\/2021;b) the final performance report;c) the programme evaluation plan and any amendments thereto;d) any proposal by the Managing Authority for amending the programme, including for transfers of resources in accordance with Article 24, paragraph 5 and Article 26 of the Regulation. 1060\/2021.<\/p>\n\n

The Monitoring Committee meets at least once a year and examines all issues affecting the Programme’s progress towards achieving its objectives.Decisions may also be taken through a written procedure, carried out electronically on the “DIAVLOS” operational platform.<\/p>\n\n
