The Common Provisions Regulation (EU) 2021/1060 stipulates in Article 44 the key obligations related to the evaluation of the Programs for the Programming Period 2021-2027.
Pursuant to the above, the Managing Authority (MA) drafted the Evaluation Plan for the Program “Human Resources and Social Cohesion,” which was approved by the 5th Decision of the Monitoring Committee in July 2023 and revised by the 18th Decision of the Monitoring Committee in November 2024.
The central objectives of the Evaluation Plan for the HRSC Program 2021-2027 concern:
- improving the quality of evaluations through proper planning,
- providing information to managers and decision-makers based on evaluations,
- ensuring that evaluations provide the necessary input for the preparation of the Program’s annual and progress reports.
Specifically, the selection of studies for the Evaluation Plan was based on the following criteria:
- The financial weight of the selected interventions of the Program to be evaluated per Specific Objective and/or per Priority.
- The need to assess the contribution of interventions related to flagship projects of strategic importance.
- The need to assess interventions that are part of the country’s vision for transitioning to a new era, through fundamental economic and social reforms, with an emphasis on activating Actions: strengthening cooperation and service provision by labor market bodies and institutions, skills upgrading, digital transformation, social innovation, social economy and entrepreneurship, etc.
- The need to assess interventions for promoting the social inclusion of vulnerable social groups, as well as actions to address material deprivation.
- The need for continuous evaluation of the Program’s implementation as a whole, through the selection of horizontal evaluations of the Program’s implementation.
